BH Associates, at the request of UNESCO and the Ministry of Higher Education (MEHE), Lebanon, advised the Ministry of Education on the development of a new 5-year Plan for Higher Education. Ellen Hazelkorn (Lead UNESCO Expert) and Tom Boland advised on the (a) Development of a Higher Education Sector Plan for 2023-2027 and (b) Supported MEHE in developing its Higher Education Policy. Developing a Higher Education Management Information System (HEMIS) and SDG4 Strategies are essential pillars of the Policy.  This work was undertaken in 2021-2022.

The 5-Year Plan was launched on 23 January 2023 at a ceremony Celebrating the International Day for Education. The 5-Year National Plan for Lebanon will be presented by the Minister of Education and Higher Education, H.E. Dr. Abbas El Halabi.
